Project Highlights

Development of techno-economic analysis within network evolution projects in a a leading integrated telecom operator. The project scope included fixed access (FTTx), backhaul, backbone and IP interconnection network segments. My role in the project was to assess technical solutions of vendors and build bottom-up models to calculate the required investment using different technology solutions by country and region, and to make decisions about the most convenient technology mix for upgrading xDSL & PSTN to Next-Generation networks.

Evolution of CDN, public interconnection, private interconnection to cloud providers, and interconnection between data centers for a leading integrated telecom operator. As project manager, I led a team to deliver:

Analysis of cloud and data center interconnection markets
Analysis of relevant services in the client’s portfolio
Analysis of network and market trends
Gap analysis and definition of the future services to be developed
Scouting analysis of existing solutions in the market
Recommendations and roadmap to develop new services

Development of initiatives towards enabling the access to locally hosted digital content by Internet Users in a country in Middle East. As subject matter expert I supported the team in delivering:

Current status report to study the situation and key challenges in accessing locally hosted content.
Analysis to identify key local and international stakeholders, and their role.
Benchmark of international best practice, lessons learnt, and relevant regulations and policies.
Recommendations and design of an action plan.

Advisory on improving QoSE regulation and establishing a monitoring framework to national regulatory authorities in the Caribbean region. My role in the project was director and technical expert. The project included a review of the regional regulatory framework, benchmark and gap analysis, development of new QoS Regulations and technical specifications of monitoring tools, support in procurement processes, and the design of an action plan for NRAs to start monitoring QoS in their jurisdictions.

Review of infrastructure regulatory framework for a telecom regulator in Middle East, acting as project director and technical expert, and including:

An assessment of the existing infrastructure regulation.
A benchmark study including the regulation of 11 countries and international best practice.
Technical specification of an infrastructure map.
Development of recommendations and drafting amendments and new Regulations.
ICT infrastructure gap analysis and design of new infrastructure initiatives to bridge this gap.

ICT policy gap study for the ICT Ministry of a country in Middle East, based on i) a scan of existing policies, ii) a benchmark on ICT related policies of 9 countries and international ICT policy-making bodies. iii) Prioritization of ICT policy topics, iv) Specification of 7 policies to be developed in the short-medium term in the country. My role was project manager.

The study included the development of high-level outlines of the selected priority policies.

Advisory on the liberalization of the telecom sector to the incumbent operator of a European country, acting as projet manager and technical expert. The project included the following scope:

EU regulatory framework presentation and review
Telecom market analysis
Models to predict the impact of a liberalization on the operator and on the overall market
Scenario and sensitivity analysis, identification of key levers
Development of a liberalization roadmap
Presentation to the Board and to relevant national Ministries

Cost Model & profitability analysis for fixed and mobile telecom operators worldwide, including the definition of the model, aligned with corporate framework, determination of info requirement and collection of the data to feed the model, elaboration of technical calculations for complex drivers, parameterization of the tool to run the cost model, analysis and fine-tuning of results, development of manuals and technical studies, and presentation to the Management team and to the Board.

BU-LRIC model for valuation of radio spectrum for a leading telecom operator, acting as project manager. The scope included:

Developing models of the main mobile operators
Dimensioning 2G, 3G, 4G, and 5G access, backhaul and backbone networks
